There are more than one type of entry permit to the UAE and the name of the permit depends upon who is arranging the visit and how. This guide explains what is a UAE visit visa under GDRFA & UAE ICP rules, who gets a free stamp when entering the border, who needs a visit visa or tourist visa before flying, how much it costs and how the application works in Dubai, Abu Dhabi and Sharjah.
A UAE resident arranges the entry permit for a relative or friend. The sponsor is the resident. The sponsor is not replaceable by any agency.
GDRFA DubaiEntry permit issued by airlines, hotels and licensed agencies. No local UAE sponsor needed. You can apply online, through an airline or via a licensed agency.
u.ae and Visit DubaiIf your nationality is not eligible for on arrival or you do not qualify for a pre-approved entry permit, you need one. See the eligibility section below to verify your nationality.
Emirates visa informationFrom local authorized travel agencies the 30 day visa costs AED 489 and a 60 day visa costs AED 689. This includes government fees, deposit and all charges.
Local authorised travel agenciesGDRFA gives 48 hours for normal tourist visa. Need to travel urgently? Express visas processed in 4 to 8 hours on the same day and send the approved visa PDF to your WhatsApp on the same day.
Local authorised travel agenciesIt can be extended in UAE before it expires. The February 2026 ICP rules have no grace period, with Dh50 a day for overstay from day one.
ICP, February 2026People use the two names as if they mean the same thing. In the UAE they do not. A visit visa is what a UAE resident arranges for a relative or a friend. The resident is the sponsor, holds a valid Emirates ID, and applies on the visitor's behalf. This is how the General Directorate of Residency and Foreigners Affairs in Dubai defines the service.
A tourist visa works differently. It is issued through airlines, hotels and licensed travel agencies, and the traveller needs no one in the UAE to sponsor them. The official UAE government portal describes it as the visa for anyone who is not eligible for a visa on arrival or visa-free entry. Visit Dubai puts it plainly: you can apply directly on the GDRFA website, or through authorised travel agents and flight partners such as Emirates or flydubai.
Emirates airline adds a third name to the mix, calling agency and airline issued visas prearranged UAE visas on its visa information page. The entry permit document issued at the end is the same in all cases. What changes is who applies and through which channel.

Before applying for anything, check whether your passport already gets you in. Citizens of more than eighty countries receive a free visit visa stamped at the border, with nothing to arrange in advance. The full eligibility list is published on the Emirates visa information page and on the official UAE government portal, and it falls into three groups.
| Stamp at the border | Passports (Emirates live list) | Stay allowed | Entry type |
|---|---|---|---|
| 30 days, free | Andorra, Brunei, Hong Kong SAR, Kazakhstan, Macau SAR, Malaysia, Mauritius, Monaco, Mongolia, Republic of Ireland, Ukraine, Uzbekistan, Vatican City. Thirteen nationalities. | 30 days from entry | Single |
| 90 days, free | Most of Europe plus Argentina, Australia, Brazil, Canada, Chile, China, Colombia, Israel, Japan, New Zealand, Russia, Singapore, South Korea, Spain, UK, USA, Uruguay and others. Seventy four nationalities in total. Valid six months from issue. | 90 days in total | Multiple entry |
| 180 days, free | Mexico only. Valid six months from issue. | 180 days in total | Multiple entry |
But what happens when those free days are gone? The stay must be terminated or replaced by another visa. Travelers in this situation generally do one of four things: apply for an in-country extension before the visa runs out, cross into Oman by land at Hatta or Khasab and re-enter on a fresh tourist visa, fly out and fly back on the same day with a fresh visa already issued, or leave on a trip somewhere else and re-enter on a fresh visa later.
A separate scheme sits between visa on arrival and the standard tourist visa. Since January 2024, Indian passport holders who carry a valid visa or residence permit from certain third countries can enter on a preapproved permit, paid for and arranged before the flight. The federal Identity, Citizenship, Customs and Port Security authority later extended the same scheme to nationals of Indonesia, Vietnam, Thailand, the Philippines, Kenya and South Africa.
| Permit | Who qualifies | Fee | Can it be extended? |
|---|---|---|---|
| 14 days, single entry — Indian nationals | Indian passport with a valid US visa or green card, UK visa or residence permit, EU visa or residence permit, or a residence permit from Australia, Canada, Japan, New Zealand, South Korea or Singapore, valid at least six months. | AED 100 | Once, at an ICP or GDRFA centre. Travel agencies cannot extend this permit. |
| 60 days, single entry — Indian nationals | Same qualifying documents as the 14 day above. | AED 250 | No. Must leave when 60 days end. |
| 14 or 60 days — Indonesia, Vietnam, Thailand, Philippines, Kenya, South Africa | Nationals of these 6 countries with a valid residence permit from the US, an EU state, the UK, Singapore, Japan, South Korea, Australia, New Zealand or Canada. Accompanying family members qualify too. | AED 100 or AED 250 | 14 day: once, at ICP or GDRFA. 60 day: no extension. |

If your passport country is not on the list for visas on arrival and you do not qualify for a preapproved permit you will need to get a tourist visa before travel. This applies to travellers from South Africa, Turkey, Jordan, Sri Lanka, India, Egypt, Jordan, Morocco and all other nationalities not covered by sections 2 and 3. It also applies to Indian passport holders who do not hold one of the qualifying third country documents.
There are four standard visa types: 30 or 60 day, single or multiple entry. It can be obtained directly from the GDRFA website, through a UAE airline when booking a flight or through a licensed travel agency. The agency route is the most used as agencies check the documents before submission, place the security deposit that is required by the government and do the end to end application.
All prices below are for a fully sponsored tourist visa — the government fee is paid directly to GDRFA or ICP on the applicant's behalf, and the security placing fee, document checking before submission, and a real person managing the case from submission to the approval PDF on WhatsApp are all included. IPG and bank charges are included. There is nothing to add on top.
| Visa type | Standard (48 to 72 hours) | Express (4 to 8 hours) |
|---|---|---|
| 30 days, single entry | AED 489 USD 134 | AED 789 USD 215 |
| 60 days, single entry | AED 689 USD 188 | AED 989 USD 269 |
| 30 days, multiple entry | AED 990 USD 270 | AED 1,190 USD 324 |
| 60 days, multiple entry | AED 1,190 USD 324 | AED 1,390 USD 378 |
Two or three days isn’t going to work when a flight leaves tomorrow morning.” The express route offers the same GDRFA tourist visa in 4 to 8 hours. This is not a visa alternative. The paper that comes in is just like any other tourist entry permit. It's just a matter of speed and the price is a reflection of that.
The honest advice is only pay for speed if speed solves a real problem. Confirmed flight. Family travel on the fly. Last minute business travel. If you can be flexible with your travel dates, standard processing with complete documents offers the best value because no processing speed can fix a blurry passport scan or a name mismatch.
Everything about the fast track route is on the Dubai express visa page.
A large group of people search for visit visa information from inside the UAE: residents whose employment, family or investor visa has just been cancelled and who need legal status while they sort out what comes next. Within the grace period, there are two ways to become a tourist legally.
The first depends on the passport. A former resident whose passport is in the 90 day visa on arrival group, which covers most European nationalities along with the UK, the US, Australia and others, can simply exit and re-enter. The border stamp on return grants a fresh free stay of 90 days. The cheapest exits are the Oman land crossings at Hatta or Khasab. Passports in the 30 day group get 30 days the same way, and a Mexican passport gets 180.
The second way requires no exit at all. GDRFA offers a status change service that converts a cancelled residence visa into a tourist visa while the person stays inside the country. It suits anyone whose passport does not qualify for a visa on arrival, and anyone who prefers not to travel to a border. The full process is on the visa change without exit page.
| Former resident's passport | Cheapest exit option | To stay inside UAE without exit |
|---|---|---|
| 90 day VOA nationalities (UK, USA, Spain, France, Germany, Australia etc.) | Exit and re-enter free at Oman land border. 90 day stamp on return. | In-country visa change without exit. Standard 48 to 72 hours. |
| 30 day VOA nationalities (Andorra, Brunei, Malaysia, Ireland, Ukraine etc.) | Exit and re-enter free. 30 day stamp on return. | In-country visa change without exit. |
| Mexico | Exit and re-enter free. 180 day stamp on return. | In-country visa change without exit. |
| All other passports | Exit and apply for 30 or 60 day tourist visa via Oman crossing or airport exit. | In-country tourist visa via GDRFA Visa Change Without Exit service. |

The UAE does not run tourist visas through one national office. Dubai visas are administered by GDRFA Dubai through its Amer service centres and authorised agencies. Abu Dhabi runs through the federal ICP system and the TAMM government services platform, with the Abu Dhabi Residents Office publishing the clearest visa taxonomy for Abu Dhabi entry. Sharjah applications go through the ICP federal channel and the Sharjah immigration authority.
Eligibility is the same across all three emirates. What changes is the service channel, which matters when checking status, extending, or cancelling. Each emirate has its own page: Dubai tourist visa, Abu Dhabi tourist visa, Sharjah tourist visa.
| Emirate | Issuing authority | Government portal |
|---|---|---|
| Dubai | GDRFA Dubai. Processed via Amer service centres and authorised agencies. | gdrfad.gov.ae |
| Abu Dhabi | Federal ICP and TAMM. ADRO publishes the plainest visa taxonomy for Abu Dhabi. | icp.gov.ae · adro.gov.ae |
| Sharjah | ICP federal channel and Sharjah immigration authority. | icp.gov.ae |
The GDRFA Dubai visit visa service catalogue contains seven types. The first two are what nearly everyone searching for this term wants.

| Visit visa for study, training or rehabilitation | Education and training stays | The institution, depending on the case |
| Medical visa, single or multiple entry | Patients receiving treatment in the UAE | The medical institution |

The GDRFA tourist visa service page asks for five things: a personal photograph, a colour copy of a passport valid at least six months from the travel date, a national identity card for applicants from Iraq, Pakistan, Iran and Afghanistan, medical insurance valid in the UAE, and a return or onward travel ticket.
Around one applicant in five sends at least one document that has to be corrected before the application can go in. Across 84,000 applications handled since 2016, the same five problems come up again and again.
| The problem | The fix before submitting | |
|---|---|---|
| 1 | Blurry or cropped passport scan | The machine readable zone along the bottom of the photo page must be complete and sharp |
| 2 | Passport validity under six months | Check the expiry date against the intended travel date, not today |
| 3 | Wrong photo background or size | Plain white background, standard UAE dimensions |
| 4 | Name on the ticket differs from the passport | The airline booking must carry the passport name exactly, spelling and order included |
| 5 | Missing national ID card | Applicants from Iraq, Pakistan, Iran and Afghanistan must include it alongside the passport |
GDRFA publishes 48 hours as the expected completion time for a standard tourist visa. Across ten years of processed applications, the observed median runs slightly longer. Express applications complete in a median of 5 hours 25 minutes.

The rules tightened in February 2026. The fine is AED 50 for every day beyond the visa expiry, counted from the very first day. The grace period that tourist visas once enjoyed no longer applies. Fines must be settled at ICP or GDRFA before leaving the country and before any new visa or status change will be accepted.
| Situation | What applies |
|---|---|
| One day over the visa expiry | AED 50 fine, no grace period |
| Fines before exit | Must be settled at ICP or GDRFA. Cannot exit without clearing. |
| Fines before applying for a new visa | Must be settled first. No new application accepted with outstanding fines. |

There are three ways to submit a tourist visa application, and all three end at the same government system.
