The first question decides everything, and it depends on the passport held, not on the fact of living in Dubai. If your nationality is on New Zealand's visa-waiver list, you do not apply for a visitor visa in advance. You request an NZeTA, the New Zealand Electronic Travel Authority, online before you fly, and you are given permission to visit on arrival, generally up to three months. Emirati nationals fall in this group. If your nationality is not on the waiver list, which covers Indian, Pakistani and most other passport holders resident in the UAE, you must apply for a full Visitor Visa online before you travel.

The cost has two clearly separate parts, and most pages blur them into one confusing number. Keeping them apart is the honest way to answer, and it is the only way to know what you are actually paying for. The first part is the government fee, paid to Immigration New Zealand. The second is the agency service fee, if you choose to use one.

There is no single fixed minimum bank balance for a New Zealand Visitor Visa, and anyone who quotes you one exact figure is simplifying. The guidance widely applied is roughly NZD 1,000 for each month of your intended stay, or about NZD 400 per month if your accommodation is already paid for, on top of your return travel. What matters as much as the amount is the shape of the account: a stable balance held over three to six months, not a sudden large deposit made just before you apply. A sudden top-up is a red flag, not a help, and as our own case review in section 9 shows, bank activity that does not fit the application is one of the biggest reasons files run into trouble.

A visit visa turns on one belief: that you will leave New Zealand and return to your life in the UAE. The two routes differ. An NZeTA is valid for two years for multiple visits, each visit up to three months, or up to six months for UK passport holders. A full Visitor Visa is granted for a specific stay, commonly up to six months and in some cases longer depending on your circumstances and travel history. Validity is not the same as the length of any single stay, and the exact conditions are set on your grant. If you need longer than the stay granted, you apply to vary or extend it from within New Zealand before it expires, subject to Immigration New Zealand's rules.

Unlike some visas, you do not attend an interview and you do not submit your original passport at a counter to start. The application is online. Biometrics, fingerprints and a photo, are collected only if Immigration New Zealand issues a biometrics request for your application. When that happens, you attend the New Zealand Visa Application Centre in Dubai, with an additional centre in Abu Dhabi, carrying your passport and the appointment letter.
