Visitor Visa or NZeTA, Fees, Documents, Processing Time and Refusal Reasons
Applying for a New Zealand visit visa from Dubai, often searched as a visit visa for New Zealand from Dubai, starts with one question that decides everything: whether your passport needs a full Visitor Visa applied for in advance, or only an NZeTA travel authority. It depends on your nationality, not on your UAE residence. This guide covers who needs which, the 2026 fees split into what the government charges and what an agency charges, the documents a UAE resident should prepare, how much money you need to show, a realistic processing time from Dubai, the specific rules for Indian, Pakistani and Filipino passport holders, and, from our own case desk, the reasons applications from Dubai are most often refused.
It depends on your passport, not your UAE residence. Visa-waiver nationals, including Emiratis, travel on an NZeTA. Indian, Pakistani, Filipino and most other passport holders need a full Visitor Visa applied for online in advance.

Source: Immigration New ZealandAn NZeTA is usually issued within about 72 hours. A full Visitor Visa takes longer, and across our own recent Dubai cases the usual time observed was 10 calendar days. Official times vary by season.
Source: Arabiers case desk + Immigration New ZealandImmigration New Zealand decides every application. No agency is the embassy and no agency can approve or guarantee a New Zealand visa.
Source: immigration.govt.nzThere is no single fixed minimum, but the guidance widely applied is roughly NZD 1,000 per month of stay, or less if your accommodation is pre-paid, shown as a stable balance over several months.
Source: Immigration New ZealandNo. The government application fee is non-refundable whatever the outcome, so a strong, complete file on the first attempt is what protects your money.
Source: immigration.govt.nzThe first question decides everything, and it depends on the passport held, not on the fact of living in Dubai. If your nationality is on New Zealand's visa-waiver list, you do not apply for a visitor visa in advance. You request an NZeTA, the New Zealand Electronic Travel Authority, online before you fly, and you are given permission to visit on arrival, generally up to three months. Emirati nationals fall in this group. If your nationality is not on the waiver list, which covers Indian, Pakistani and most other passport holders resident in the UAE, you must apply for a full Visitor Visa online before you travel.

For passport holders who need the full Visitor Visa, the application is made online, with biometrics collected only if Immigration New Zealand requests them. The steps below are the route we take a UAE resident through.
The cost has two clearly separate parts, and most pages blur them into one confusing number. Keeping them apart is the honest way to answer, and it is the only way to know what you are actually paying for. The first part is the government fee, paid to Immigration New Zealand. The second is the agency service fee, if you choose to use one.
| Cost | Amount | Paid to |
|---|---|---|
| Visitor Visa application fee | NZD 246 (~AED 560) | Immigration New Zealand |
| International Visitor Levy (IVL) | NZD 100 (~AED 228) | Immigration New Zealand |
| Government total | NZD 346 (~AED 790) | Mandatory, non-refundable |
| Arabiers service fee | Contact Arabiers for the current fee | Optional, for full handling |

If you hold a visa-waiver passport, your route is much simpler and cheaper, and it is worth explaining so you do not over-apply. You request an NZeTA online, it is usually issued within about 72 hours, and it lets you enter New Zealand for tourism or a short business visit without a visa applied for in advance.
Immigration New Zealand assesses your file on the quality and completeness of what you submit, so a well-prepared file is the single biggest factor in approval. Prepare and upload the following, each clear, legible and in English or with a certified translation.
| Document | What it does |
|---|---|
| Passport valid beyond your trip | The basic requirement to be issued a visa |
| Digital photo to INZ specification | A common cause of upload rejection if the size or background is wrong |
| Valid UAE residence visa and Emirates ID | Shows your lawful base in Dubai |
| Bank statements, three to six months | Shows you can fund the trip from steady means |
| Employment NOC, salary certificate, or trade licence | Employees show a job to return to; owners show the business |
| Travel itinerary and accommodation | Gives the visit a clear, specific purpose |
| Chest X-ray or medical, if applicable | Commonly requested for certain nationalities, see section 8 |
There is no single fixed minimum bank balance for a New Zealand Visitor Visa, and anyone who quotes you one exact figure is simplifying. The guidance widely applied is roughly NZD 1,000 for each month of your intended stay, or about NZD 400 per month if your accommodation is already paid for, on top of your return travel. What matters as much as the amount is the shape of the account: a stable balance held over three to six months, not a sudden large deposit made just before you apply. A sudden top-up is a red flag, not a help, and as our own case review in section 9 shows, bank activity that does not fit the application is one of the biggest reasons files run into trouble.

Two different answers, depending on your route. An NZeTA is usually issued within about 72 hours, sometimes faster. A full Visitor Visa takes longer, and the honest figure is one from our own desk rather than a guess. Across the recent New Zealand Visitor visa cases we handled from Dubai, the usual processing time we observed was 10 calendar days from submission to decision. That is faster than several agencies quote, but it is not a promise: Immigration New Zealand's own times move with season and workload, and a file that triggers a request for more information will take longer.

Most Dubai residents who need the full Visitor Visa hold one of these passports, and there are real differences worth knowing rather than a single generic answer. The route is the same online Visitor Visa, but the medical requirement and the scrutiny of ties differ by nationality.
| Passport | What is different in practice |
|---|---|
| Indian | Needs the full Visitor Visa, not the NZeTA. A chest X-ray at an INZ-approved panel physician is commonly requested. Evidence of strong ties back to the UAE carries extra weight. |
| Pakistani | Needs the full Visitor Visa. A chest X-ray is commonly requested. A clear, consistent funds and employment story matters especially here. |
| Filipino | Needs the full Visitor Visa. A chest X-ray is commonly requested. Large UAE-resident community, and a well-documented job and salary in Dubai is a strong asset. |
A New Zealand Visitor Visa turns on whether the officer is satisfied you are a genuine visitor with the means to support your stay and a reason to return home. Most refusals are not about eligibility in principle, they are about the file: funds that do not add up, a thin travel history read alongside other doubts, or gaps that leave the officer unconvinced. Fixing the underlying weakness matters more than simply reapplying.
To show which of these bites hardest in practice, the Arabiers Dubai visa desk reviewed 89 New Zealand Visitor visa cases it handled over a 24-week period and coded the reasons behind the refusals into the themes below. This is our own first-party case review, an indicative read from a real but modest sample, not official Immigration New Zealand statistics, and every outcome is decided by INZ.
| Refusal reason | Share of refusals | How to avoid it |
|---|---|---|
| Limited travel history combined with other concerns | 32.6% | Explain a genuine first trip clearly, and offset it with strong funds, ties and a specific itinerary |
| Bank activity inconsistent with the application | 27.0% | Show a stable balance over months, and explain any large movement rather than leaving it unexplained |
| Financial circumstances not adequately supported | 20.2% | Match funds to the trip cost and your income, and include salary evidence alongside statements |
| Weak evidence of reasons to return to the UAE | 12.4% | Evidence a job or business, residence history, and family or commitments remaining in Dubai |
| Gaps or inconsistencies in the file | 7.9% | Cross-check every date, name and figure across the whole file before submitting |

A visit visa turns on one belief: that you will leave New Zealand and return to your life in the UAE. Long residence does not speak for itself unless the file shows it, and as the case review above makes clear, weak ties and unexplained finances are where files fail. The evidence below carries more weight than the length of a residence stamp.
| Evidence of ties | What it demonstrates to the officer |
|---|---|
| Employment and salary certificate, or trade licence | An ongoing commitment and income to return to |
| Tenancy contract or property in the UAE | A settled home you are anchored to |
| Family remaining in Dubai during the trip | A personal reason to come back |
| Steady bank history, not a sudden top-up | Finances that fit your normal life |
| A clear, dated travel plan and return ticket | A specific visit, not an open-ended stay |
The two routes differ. An NZeTA is valid for two years for multiple visits, each visit up to three months, or up to six months for UK passport holders. A full Visitor Visa is granted for a specific stay, commonly up to six months and in some cases longer depending on your circumstances and travel history. Validity is not the same as the length of any single stay, and the exact conditions are set on your grant. If you need longer than the stay granted, you apply to vary or extend it from within New Zealand before it expires, subject to Immigration New Zealand's rules.

Unlike some visas, you do not attend an interview and you do not submit your original passport at a counter to start. The application is online. Biometrics, fingerprints and a photo, are collected only if Immigration New Zealand issues a biometrics request for your application. When that happens, you attend the New Zealand Visa Application Centre in Dubai, with an additional centre in Abu Dhabi, carrying your passport and the appointment letter. We track for the biometrics request and book the appointment promptly so it does not add delay.

You can apply yourself, directly through Immigration New Zealand's online system, and many people do. Where an agency earns its fee is in preparing the file so it does not trip the exact failures our case review found: matching your funds to your story, labelling documents the way officers expect, and catching gaps before submission rather than after a refusal. If you do choose help, choose it carefully.
| What to look for | Why it matters |
|---|---|
| A real, licensed UAE agency you can verify | A DET trade licence and a physical Dubai office you can check, not just a website |
| A named consultant with a real profile | A person you can find and verify, not an anonymous byline or a made-up credential |
| Honesty that no one can guarantee a visa | Immigration New Zealand decides. Any promise of guaranteed approval is a warning sign |
| Clear, separated pricing | The government fee and the service fee shown apart, so you know what you pay for |
It depends on your passport, not your UAE residence. Visa-waiver nationals, including Emiratis, travel on an NZeTA requested online. Indian, Pakistani, Filipino and most other passport holders need a full Visitor Visa applied for in advance.
There are two parts. The government cost is the Visitor Visa application fee plus the IVL conservation levy, paid to Immigration New Zealand and non-refundable. On top of that is any agency service fee if you use one. Confirm the current government figures at immigration.govt.nz.
There is no single fixed minimum. The guidance widely applied is around NZD 1,000 for each month of stay, or about NZD 400 per month if your accommodation is pre-paid, plus return travel. A stable balance held over several months matters more than a sudden large deposit.

Yes. Indian and Pakistani passport holders resident in the UAE apply for the full Visitor Visa online, and a chest X-ray at an approved panel physician is commonly requested. Strong evidence of funds and of ties back to the UAE is important.
In our own review of 89 cases over 24 weeks, the leading reasons were a limited travel history combined with other concerns, bank activity inconsistent with the application, and financial circumstances not adequately supported. A complete, consistent, well-evidenced file is the antidote.
No. Immigration New Zealand makes the decision, so no agency can promise approval. What a good agency can do is prepare the strongest, most consistent application so your case is presented at its best.
No interview is required, and the application is online. Biometrics are collected only if Immigration New Zealand requests them, at the New Zealand Visa Application Centre in Dubai or Abu Dhabi.
