Is the fee refundable? No. The government application fee and the IVL are not refunded if you are refused. That is exactly why a complete, consistent file on the first attempt matters so much: a refusal costs you the government fee and the wait, then you start again.

The NZeTA route, explained for visa-waiver passports

If you hold a visa-waiver passport, your route is much simpler and cheaper, and it is worth explaining so you do not over-apply. You request an NZeTA online, it is usually issued within about 72 hours, and it lets you enter New Zealand for tourism or a short business visit without a visa applied for in advance.

It is not a visa, it is a travel authority. With an NZeTA you may enter multiple times within its two-year validity, staying up to three months per visit, or up to six months for UK passport holders.
You still pay the IVL. The conservation and tourism levy applies to NZeTA travellers as well, alongside the small NZeTA request fee.

The two routes differ. An NZeTA is valid for two years for multiple visits, each visit up to three months, or up to six months for UK passport holders. A full Visitor Visa is granted for a specific stay, commonly up to six months and in some cases longer depending on your circumstances and travel history. Validity is not the same as the length of any single stay, and the exact conditions are set on your grant. If you need longer than the stay granted, you apply to vary or extend it from within New Zealand before it expires, subject to Immigration New Zealand's rules.

Unlike some visas, you do not attend an interview and you do not submit your original passport at a counter to start. The application is online. Biometrics, fingerprints and a photo, are collected only if Immigration New Zealand issues a biometrics request for your application. When that happens, you attend the New Zealand Visa Application Centre in Dubai, with an additional centre in Abu Dhabi, carrying your passport and the appointment letter.
