Visa you need
Short-stay tourist visa, single entry
A Japan visit visa from Dubai is a short-stay tourist visa. Unlike a quick Gulf trip, there is no visa on arrival and no residence shortcut: most foreign-passport UAE residents apply through VFS Global, which is now the only channel, with a decision usually in about eight working days. The visa allows a stay of up to 90 days. Emirati passport holders have a short-stay visa waiver and do not apply.
Quick answers,
Short-stay tourist visa, single entry
Foreign-passport UAE residents. Emirati nationals have a visa waiver
VFS Global in Dubai, the only channel since August 2024
About 8 working days
Up to 90 days, valid 3 months from issue
3 months of bank statements, confirmed plan, employer NOC
It comes down to your passport, not your UAE residence. Emirati nationals have a short-stay visa waiver with Japan, so they travel without a visa. Most other passports held by UAE residents, including Indian, Pakistani, Filipino and many more, need a short-stay tourist visa before they fly.
| Your passport | What you need |
|---|---|
| Emirati (UAE national) | No visa, short-stay waiver |
| Indian, Pakistani, Filipino and most others | Short-stay tourist visa through VFS |
This guide is for the second group: foreign-passport residents of Dubai who need a visa. Your UAE residence does not exempt you, but it is part of what you submit, because it shows where you live and work.
Since August 2024, the Consulate-General of Japan in Dubai no longer takes tourist applications directly. You apply through VFS Global. VFS receives your documents, forwards them to the consulate for the decision, and returns your passport. This is the single most common thing people get wrong, turning up at the consulate, so start at the VFS Japan visa centre instead.
Two different things get mixed up here. The 3,000 dirham rule is a UAE guideline about cash a visitor should have to enter the UAE. It is not a Japan visa requirement, and it has nothing to do with your Japan application. Do not plan your Japan file around it.
What Japan actually wants is proof you can fund the trip and will return. There is no published minimum balance. Instead you submit three months of personal bank statements, as e-statements, showing a steady history that fits your salary and covers flights, hotels and daily costs. A large one-off deposit just before you apply does the opposite of helping, because it looks borrowed. Consistency beats a big number.
A Japan visa from Dubai is a documents exercise, and the file has to hold together. You will need:
Dependents and minors need extra papers, such as a sponsor NOC and, for children, both parents' consent. The eVisa also requires a smartphone or tablet that can display the Visa Issuance Notice at the airport.

Japan offers both, and both go through VFS from Dubai. The paper visa is stamped in your passport. The eVisa is issued digitally, and instead of a stamp you receive a Visa Issuance Notice that you show on your phone at check-in and on arrival. If you take the eVisa route, you must carry a smartphone or tablet that can display it, because there is no sticker in your passport to fall back on.
Apply within ninety days of your trip, and not inside the final two weeks before your flight, because applications that close to travel are not accepted.
The consular fee is set in Japanese yen and converted to dirhams, and VFS adds its own service charge on top. Because the yen amount is converted, the dirham figure moves with the exchange rate, so confirm the current fee and the VFS charge on the VFS Japan UAE site before you apply. A single-entry short-stay visa is the usual tourist option.
| Item | Amount | Notes |
|---|---|---|
| Consular visa fee | Set in yen, converted to AED | Single-entry short stay |
| VFS service charge | Added per application | Paid at the centre |
Fees change with the yen rate and with VFS charges, so check the official VFS Japan UAE site before you apply.
A Japan visit visa from Dubai usually takes about eight working days once your documents are in, provided the file is complete. Busy seasons, such as the cherry blossom and autumn months, run longer, and a missing document restarts the clock. Apply three to four weeks before you travel to be safe.
There is no interview, so the decision rests entirely on your file. The officer is asking one quiet question: is this a genuine, funded, short visit by someone who will go home. Your bank statements, your job letter and your return ticket answer the money and the intent. Your itinerary and hotel answer the plan.
If your statements match your salary, your trip fits your life, and every date lines up across the documents, you are in good shape. Gaps and contradictions are what sink otherwise eligible applicants.
The route is the same for every foreign-passport resident: the short-stay visa through VFS. What changes is how closely the file is read. Start with your situation:

If you have steady finances, a clear plan and a job letter, a Japan visa is manageable on your own through VFS. It is worth getting help when:
It depends on your passport. Emirati nationals have a short-stay visa waiver. Most other passports held by UAE residents, such as Indian, Pakistani and Filipino, need a short-stay tourist visa through VFS.
Your UAE residence does not let you enter Japan on its own. You still need a Japan short-stay visa, unless you hold a passport that is visa-exempt. Your residence is part of the documents you submit.
There is no official minimum. Japan asks for three months of personal bank statements showing a steady history that covers the trip. Consistency matters more than a single large figure.
No. The 3,000 dirham guideline is about cash to enter the UAE, not Japan. For your Japan visa, what counts is three months of bank statements, not a cash amount.

A short-stay tourist visa allows up to 90 days. The visa is valid for three months from issue, and it is single entry, so it is used for one trip.

Yes. You submit a confirmed return flight, a hotel booking for your whole stay, and a day-by-day itinerary. These show the trip is genuine and planned.
No. The consulate makes the decision, so no agency can promise a yes. What you can do is submit the strongest, most consistent application your situation allows.
