Two numbers decide whether you can leave Zayed International Airport. Allow about one hour from landing to the kerb, for disembarking, immigration and customs. Then be back at the terminal three hours before your onward departure, to clear check-in and security with room for a queue. Whatever sits between those two numbers is your usable time.
Stay airside. After an hour to get out and three hours to get back in, a 4 hour layover leaves no time at all in the city. Even the 20 minute drive to the Grand Mosque would put you back at security late. Use the time to eat properly and rest before the next flight.
Still stay airside. You would have about an hour outside, and the round trip to the Grand Mosque alone takes 40 to 50 minutes by car. That leaves ten minutes at the gate of the mosque and no margin for a slow immigration queue or traffic on the way back.
A 6 hour layover gives you roughly two usable hours, which is exactly one Grand Mosque visit done properly. This is how we plan it:
Timing of day matters as much as the length of the layover. The mosque opens to visitors at 9am and closes at 8:30pm, and on Fridays it closes between 11:30am and 2:30pm. A 6 hour layover landing at 7pm cannot include the mosque at all. One landing at 8am fits well.
Whether you can leave the airport depends on your passport before it depends on your hours. Some nationalities enter the UAE visa-free or receive a visa on arrival. Others need a transit visa, issued for 48 or 96 hours and arranged through a UAE airline before you travel. If you are unsure, check whether you need a visa first or send us your nationality on WhatsApp.
One extra hour changes the plan more than any other. From 7 hours you can add a second stop, such as Qasr Al Watan or Louvre Abu Dhabi, so see what 7 to 9 hours gets you if your connection is longer. If you were hoping to see the desert, it needs a connection of 14 hours or more, because the dunes are over an hour's drive from the airport.

One Grand Mosque visit, planned tightly. Allow an hour to exit, 20 to 25 minutes each way by car, and about an hour inside with Fast Track and the buggy. It only works during visiting hours and with carry-on bags.
Not if your bags are checked through to your final destination. If your ticket requires you to collect and recheck them, allow at least 45 extra minutes. Confirm with your airline before you plan to leave the airport.
