Is It Mandatory to Have Insurance for a Dubai Visitors Visa?

This question gets asked before almost every visit visa application we process, and the honest answer takes one sentence. Here it is, followed by the document people confuse it with.

Is travel insurance mandatory for a Dubai visitors visa?

No. Travel insurance is not mandatory for a Dubai visit or tourist visa. UAE immigration does not require an insurance certificate to issue the visa, your airline does not ask for one at boarding in your home country, and immigration officers do not ask for one when you land in Dubai.

So what is actually mandatory?

Where the confusion comes from

Two things keep this myth alive. First, older articles written during the pandemic period, when temporary entry rules briefly required medical cover. Those rules ended years ago, and pages that still repeat them are simply out of date.

Second, travellers mix up destinations. Some visas genuinely do require insurance in the application file. A Schengen visa, for example, requires proof of medical cover of at least EUR 30,000. The Dubai visit visa has no such requirement. When you apply for a UAE visit visa with us, the checklist is passport copy, photograph, and ticket details. No insurance certificate appears on it.

Not mandatory does not mean not worth having

We arrange insurance for most of our visa clients anyway, and the reason is arithmetic rather than fear. Healthcare in the UAE is excellent and private, and visitors pay the full rate. The inbound policy we arrange treats USD 250 as the threshold at which you must phone the insurer's emergency line, which tells you how quickly even a minor incident passes that mark.

Against that, the cover itself costs AED 98 for 30 days including VAT, through a UAE licensed insurer regulated by the Central Bank of the UAE. AED 98 buys up to AED 150,000 of emergency medical cover with no excess and direct billing, meaning the hospital settles with the insurer rather than handing you the bill. What a Dubai inbound policy actually covers

  • Emergency medical treatment for accidents and unexpected illness, in patient and out patient
  • Emergency medical evacuation, and repatriation of remains
  • Loss of travel documents, including the cost of arranging a temporary passport or visa to get home
  • On the wider Plus plan: lost baggage, baggage delay, flight delay, personal money and emergency dental

What it does not cover matters just as much: pre-existing conditions, trip cancellation, and activities not confirmed in writing as covered. We put the exclusions in plain language on the main page rather than leaving them in the policy PDF.

Three situations where insurance stops being optional in practice

  1. You are 71 to 79. Medical costs at this age make travelling uninsured a genuine financial risk, and a senior band policy exists for exactly this reason at AED 289 for 30 days.

  3. You are continuing to a destination that mandates it. If Dubai is one stop before Europe, the Schengen leg requires insurance in the visa file even though the Dubai leg does not.

The bottom line

Insurance for a Dubai visitors visa is optional. A return ticket is not. Sort the ticket because the airline will check it, and take the AED 98 policy because a single clinic visit costs more. Both take minutes to arrange alongside your visit visa or express visa application.
