Every eVisa is multiple entry by default. There is no cheaper single-entry version for tourism, and the visa cannot be extended once you are inside Saudi Arabia.

Yes, once the eVisa is approved. The crossing is Al Ghuwaifat on the UAE side and Al Batha on the Saudi side, about 350 km west of Abu Dhabi on the E11. Carry the passport, eVisa PDF, Emirates ID, vehicle registration and motor insurance that covers Saudi Arabia; standard UAE policies usually do not.
