Your employer (or spouse, if applying under a family sponsorship) opens the employment file with the Ministry of Human Resources. This is the first formal step and must be completed before anything else can proceed. The file records the applicant's details and the sponsor's details and initiates the residency process.
Cost: AED 270
Time: 24 to 48 hours
Once the file is approved, the sponsor applies for an inside-country entry permit. This is the permit that formally authorises the change of status from visitor to resident. Processing time varies by nationality: some nationalities clear within 2 working days, others take the full 3. This is the stage where nationality-specific differences in processing time are most pronounced.
Cost: AED 1,100
Time: 2 to 3 working days
Once the entry permit is approved, the status change is applied for. This converts the applicant's status in the UAE immigration system from visitor to resident. It is processed the same day and typically completes within 2 to 4 hours. No exit from the UAE is required at any point.
Cost: AED 710
Time: 2 to 4 hours
A medical fitness test is required for all UAE residency applicants. Two options are available. The normal option is conducted at any approved government medical centre and results are ready within 24 hours. The VIP option is available at select centres and delivers results in approximately 30 minutes, which is useful when time is critical and the visitor visa expiry is approaching.
Normal: AED 320 — 24 hours
VIP: AED 750 — approximately 30 minutes
Once the medical test is cleared, a biometric appointment must be booked at the nearest ICA typing centre. The appointment date is assigned by the centre based on availability and cannot be selected freely. This is the one stage where timing is outside your control: during busy periods, appointments at certain centres may be scheduled several days ahead. It is worth booking at multiple nearby centres to find the earliest available slot.
Time: Next available date at the centre
Once biometrics are completed, the residence visa is stamped into the passport. This is the formal completion of the residency process. The stamped visa is your proof of UAE residence status.
Cost: AED 510
The Emirates ID is processed alongside or shortly after the visa stamp and is delivered to the registered address. It is the official UAE identity document for residents and is required for most daily transactions, banking, and government services in the country.
Cost: AED 380
Delivery: Delivered by post

Document attestation is the single biggest cause of delays. Across the 500 applications we analysed, cases with fully attested original documents consistently completed within the average timelines. Cases where documents were submitted as scans, photocopies or without proper attestation entered a "documents required" status from the Ministry of Human Resources, typically adding approximately one full week to the overall process. Ensure all documents are properly attested before starting Step 1.
Other factors that can extend processing time:
The status change at Step 3 protects you from overstay fines even while Steps 4 to 7 are still in progress. Once the status change is applied, your immigration status has been updated from visitor to resident. The medical, biometrics and visa stamp are subsequent stages of the residency process rather than conditions for maintaining legal status.

Based on 500 applications analysed over the past six months, the average is 6 working days in Dubai and 10 working days in Abu Dhabi, Monday to Friday. These figures apply when all documents are properly attested. Improperly attested or scanned documents add approximately one further week.
No. The entire process is completed inside the UAE. This is an in-country status change. No exit or re-entry is required at any stage.
If your visitor visa expires before the status change at Step 3 is applied, overstay fines begin from AED 50 per day with no grace period. If you are concerned your visa may expire before the process completes, apply to extend your UAE visit visa before starting Step 1. Once the status change is applied, your immigration status is updated and the visitor visa expiry no longer applies.
Government fees total approximately AED 3,290 with the normal medical option, or AED 3,720 with the VIP medical option. This covers file opening, entry permit, status change, medical, visa stamp and Emirates ID. Typing centre service fees are additional.
The Ministry of Human Resources requires original attested documents for employment file processing. Submissions with scanned copies or documents that are not properly attested are returned under a "documents required" status, which pauses the application until correct documents are provided. This is the most common cause of delay and typically adds approximately one week to the overall timeline.
